I think he refers to the tentacle-like things that pass for hair on the infested Kerrigan.
Maybe they serve a purpose similar to the psionic nerve appendages of a Protoss.

The Zerg do not have hair. Kerrigan's hair was simply hardened into horn. You know how your fingernails and hair are made out of the same stuuff? That's how it works. It just hardened into fingernails....

But why would they be there if they serve no real function? Wouldn't the hair just have fallen out, rather than use all of those bodily resources to pull large clumps of hair together and merge them into "horns"?

Yes, but though they may have kept it for appearences, it would also be likely that they would have a pluasible explanation as to why.

They wouldn't fall out. That would be a complete waste. And they are intimidating. It gives her a Zergish air. If she were bald she'd look like a Protoss. Try doing it with an edited pic

To take the resources necessary to bond them all together, and then make them "horns" would take more. If the hair fell out, it wouldn't be a waste at all; just the opposite. Without hair, the cells wouldn't have to allocate resources there in order to continue producing them.
Uhmm, I'm a junior. Does that mean you should trust things pertaining to 11th grade subjects and up to me? :tu:

Maybe we could all take a step back and realise, *gasp* it's just a game. She probably has ahir because the lil' think-tankers at Blizzard decided so.
