Hmm, I have it down to 30 kilobytes, only 10 more to go :P.

Edit: Bleh, I'm at 15 colours and if I take any more away, you'll start to get a black, white and gray thing going on. I'm also down to 12 frames, so taking out any more would be ridiculous, and I've already resized and optimised a few times.

I think it may be an impossible task, or at least one I'm not up to :P. Sorry man. I can post the 30 kb one if you want to see what you can do from there:
