I bet that noone puts the Crown of Command into their maps because they think it would overpower the gaming atmosphere, so that's probably why noone really sees it often.
I've seen the Ring of Intellegence before, and I have used it.

both r War3 ROC Beta Icon and were removed b4 the final release came out.. Ring of Intellegence wasredited to Mindstaff, and Crown of COmmand was redited to Scepter of Mastery

Your probably right, I probably had some other item like it (there are other Ring items I think).

Those look like World of Warcraft Icons. I saw a priest crown like that at a vendor in the Undercity.
