Is there a file size limit on Starcraft.org, and if so, what is it?

No there isn't. However, the upload script only lets you upload for 60 seconds. If you cannot upload the map in 60 seconds (or it might be 30 seconds, I don't remember) the thing will cut you off. SC.org knows about this problem and unfortunately it's on the server side of things and there isn't much they can do about it. If you can't upload the file quick enough, I would recommend making a free website, uploading the file to that website, and then emailing someone in SC.org (not BSTRhino, he's out on vacation) with the link to your file.

Thanks for the info. I'm working on a pseudo-total conversion (I'm not changing stats or abilities, so I wouldn't consider it a "total" conversion), and since I'm changing sounds among other things, the file size is pretty big (about 12 MB so far). I know there's no way I could upload it in the time limit due to 56K, but I'm not sure someone with a faster connection could. What would you suggest?

You could try one of the following:
1. I'd recommend uploading it to a website and emailing one of the SC.org admins a link to the file. However, I'm not sure if there even are any free websites that allow that much space.
2. Email the file directly to one of the admins (it would probably be a good idea to make sure the admin is expecting it). If your email has a limit on how large an attachment can be, use Winrar (http://www.rarlab.com/rar/wrar341.exe) to break the file up into a few files that can be sent separately.
3. Talk to one of the admins and arrange a meeting via IRC or an instant messenger and use file transfer to send the file directly to them.
