Okay, I'm just learning flash. Say I had a stick figure, and I wanted it to walk across the stage. I want this figure to actually look like its walking, not just floating across the screen. How would I make it so my figure's leg would move up and down, (rotate) while one point stays fixed? I know layers, motion tween, etc., some basics.

You would have to draw the various positions like in actuall pencil animations.. depending on how well versed you are with shape tweening (and not motion tweening) the number of intermediate positions will vary.

Using the free transform tool, you can highlight the center "White dot". This is the main point which your symbol is centered around. Drag it around, and try rotating. You'll see that it rotates with respect to that point.

Now, just to let you know, I have a very hard time animating characters in flash... I just cant seem to do it.

You're right, I missed that.
but to make the walking look natural He'll still have to draw intermediate stages of leg movement which can get quite tedious .. I have trouble with that too as well.. gets rather tedious
