I heard of a new operating system called windows longhorn which is coming out in mid 2006 and blackcomb which is coming out in 2010. Is this true? windows xp was code named Whistler? where is microsoft getting these names?

They are getting their names from the moon. And if you just heard about these, you are really far behind.

Longhorn, Blackcomb, and Whistler all come from a ski resort. Blackcomb was initially going to be the successor of Whistler (XP) but Longhorn was added as an interim version. A few months ago Longhorn went through a drastic redesign. It was initially based on Windows Server 2003, but the codebase was changed to Windows XP SP2. The first betas should be out early next year.
