yeh im new to modding and was wondering what is a flingy

Heh, StarCraft is a very complicated system. There is a technical definition for a flingy, but since you're new, I'll just say that a flingy is a thing that moves, and the flingy editor controls how fast something moves.

Well... the short answer to that is: yes, you can make any unit move faster using the flingy editor...

The long answer is... the flingy data file tells StarCraft what controls how a flingy should move. There are 3 different movement types, and if you were to make the reaver faster using solely the flingy editor, you'd have to change its movement type. Units don't look good when they are using movement types other than what they were designed for.
