Is there a mapping program that lets you load a picture as a background in the Campaign Editor and then build on top of it? For example, I could load a picture of the world and then StarCraft-ize it with Badlands terrain and such.

This could be useful. This program takes a BMP image and converts it into whatever terrain you want.
However, a lot (if not most or all) of terrain will come out as square blocks. You can load the terrain in SCMDraft 2 and touch it up with isometric terrain, however.
As per your original question: There is no program out there to do that.

As per your original question: There is no program out there to do that.The BMP2SCM seems close to what I was asking about, but I keep running into the same problem whenever I use it. I load the map and picture without a problem, but when I go to convert colors to terrain, I get an error every time I convert a second color. For example, I say "Color 0 = Terrain 1" and it's fine, but then saying "Color 2104 = Terrain 2" makes the program crash with the following message:
Run-time Error '381':
Invalid Property Array Index
How do I prevent that error but finish converting my map?
