Most important rule #1:
1.) THEY HAVE TO BE HUMANE. THE PLAYER MUST BE ABLE TO RELATE RELISTICALLY TO THEIR STRUGGLES.
Good. But what should motivate them? There are too many clichés or lousy goals (ex: rule the world, because...uh...I'm not a people person?)

try something like...the person was abused as a kid so now he/she wants to kill all abusive people...but ironically, he becomes super abusive...thus, a natural super villain?
