Im New And Need Programs

Hey, I have a question i want to start modding and i need to know what programs I need for it. Can someone give me some links for programs and what not? and plus can someone explain how?

Also i tried to dl a program before for modding but it couldn't read the path correctly.......why not?:confused:

If you want programs, then go to Starcraft.org (link in sig) and go to the customs section. Then resources. You will definatly want Arsenal III and WinMPQ/MPQCompacter. Other programs are to your disgression. Choose what you want.

ok win MPQ cannot read path theres an error and it cant find vb40032.dll was not found????
