Alright..I know theres a way to do it..I've done it before. I just want to know how if give player 1 an engineering bay, lets say, he can be able to upgrade to 3 (or 255 in my case) without a science facility and such. Just the bay. Im pretty sure I've done this...anyone know how?

On second thought..I guess there isn't. I probably just gave some additional buildings to the player for the time being. Oh well. I'd still like to know if this is possible though.

The only way I can think of (and this applies only to RPGs where you have one character) is to turn off vision for the human player, turn on vision for a computer player who has a map revealer or building or something at the spot, and create a science facility for them. Then, reverse all that when the human player is done typing "show me the money" and buying weapon upgrades.

Hm..yeah thats a good idea. I was going to go and just give the buildings but creating them is a better idea. Thanks.
Why not just start all upgrades at level 3. Past level 3, it doesn't require buildings.
