in act 3 i went outside the docks and i saw a guy in a robe i ran torwards him and he blew up in smoke and flesh something attacked me, should this happen?

Yeah, just another monster in the game. Built in to lure people towards him, as he looks like a person you could gain something from by talking to, and then bursts into a mob (monster.)

It only happens the first time you exit Kurast Docks for each character on each difficulty level, but yeah... it's just a bit of an interesting thing Blizzard added in to get players excited that they'd caught up with the Dark Wanderer that the story revolves around.

Hes there before you beat the 3rd act I believe... or whatever.

The Dark Wanderer ties into the Diablo II Storyline and once you beat Act3 youll see why.
