It's the cover for Project 86's new album.
Before they made the album, they were getting swept up into a lot of corporate back-stabbing, they were pretty much robbed by their management company, and they generally went through a lot of shit.
The picture is supposed to be symbolic of that fact that there are still people that are trying to stab them in the back, for personal profit or whatever, but the band sees through the backstabbers and people who will betray them.
