Ok this is really annoying. I send literally 4 messages and b.net disconnects me for "Flooding." Does anyone know exactly how many messages you have to send within a certain time to get disconnected? And also, anybody know how long you have to wait until you can log back in?

Typically, if you're being banned for flooding, you're sending around 10 messages in about three seconds, for example, typing letters in individual messages like
t
h
i
s
.
Usually they send you a warning to not flood, following in a ban from about 15 minutes to a few hours, to a day or two to a perma-ban.
I suggest you lengthen your time between messages and make them longer -- Battle.net chat systems are nearly identical to the IRC.

If i'm correct the first ban is 5 minutes and after like a week it gets reset, i've been booted multiple times for flooding but in the span of like a year and its always been 5 mins. Also try typing longer sentences and thats about it.
you have to wait 5 minutes WITHOUT trying to join the server again. after 5 minutes you will be fine. if you try to join before that, the timer will reset. it might even we smaller amount than 5 mins. more like 3, but yeah.

Don't go over 5 lines:
s
t
a
r
t
That won't get you banned, but this will:
s
t
a
r
t
!
It doesnt really matter if you would just actually type the majority of your text on one line
instead
of
t
y
p
i
n
g
like
this
Then you wont get banned :P
s
t
a
r

no. 5 lines is enough to get you banned. 4 isn't.
if you use even 4-6 words for all you type, you wont get banned, most likely

Well I don't really

like that, but sometimes I spaz out (I swear I have ADHD) and I'll send like 5 "!!!!" messages in a row...and then I get disconnected. :(
Well then, what lesson have we learnt today?

the amount of commands required to disconnect from flooding depends on the length of the command, for example if you copy and paste
‰‰‰...etc until you run out of room you only need 2 in a row to be disconnected.
And in my experiance the banning time works like ahzz said.
