OK, StarCraft is an old game and does not have video options for, example 1024 x 768 32bit.
Is there a patch or other file that will update the video quality for StarCraft?

No.
Blizzard wanted everything to be perfectly balanced, so it's 640x480 on every monitor.
SCII will be different, as Blizzard has realized that this idea is pretty useless.

Yeah... I wish. 32 million colors? Yeah right, more like 256.
Sadly in my newer laptop those oldie games such as SC-BW n' D2-LoD don't extend themselves to all the screen available n' keep their games resolutions even if you click the *.exe's properties' windows. It has more to do with game engine limitations than anything else, actually. ;)

24 million colors. Remember, 32 bit is 24 bit color with an 8 bit alpha.

My old laptop used to do the same thing. However it was actually a setting on the laptop itself that allowed me to play at full res. (Had to do with the 'Fn' key. Like [Fn]+[F3] or something like that.) Might want to check into that.

Well, you can make it stretch out the screen (as shown below), but the quality does not improve. You just get bigger and more pixelated graphics.
Indeed the game is only designed to run in the resolution it was designed for.
SC2 will allow for the user to select the best resolution for their setup, with considerations for widescreen gaming, etc.
It's a lot nicer. ;)
U-238, my current laptop allows me to do tinker with the display options on its own but sadly the units become a 'tad' disappointing in graphic display terms (oh, the horror! :P) and therefore I decided to let the game run as it normally would. Sadly, the same is applicable for my D2-LoD I must say.

I have a widescreen laptop, and it stretches all the way. It looks weird when I switched from my full-screen moniter, but I'm used to it now. Maybe it's your operating system? I use vista :D
