Never heard of it, what's it for? I'm going to assume 3D modeling or something.

As I understand it, it records VoD's, like for starcraft replays and stuff that you see on youtube.

Camtasia is a recording program for your computer.
It can be used to record stuff from the internet or your computer and then made into a video or put it into a format that allows you to make it in WMM.

It can do many things: Make DVDs, CDs, MP3s, Ipod videos, etc etc. I used it to record MUGEN videos, make live encodings of certain songs from Nickelback, show people how to do stuff on your computer by recording it and then show people what to do.
It's a pretty cool device.
