"When is StarCraft II coming out?"
It hasn't been announced yet. If Blizzard does announce it, there will be information on the front page (http://www.blizzard.com/), under the Current Projects section or in the Blizzard News area.

Yes, they alluded to creating it sometime in the future.
Q: Will there be a StarCraft II? When?
A: Although we have not made any announcements and do not have a development or release timeline, we do fully intend to revisit the world of StarCraft on PC at some point in the future.
