Does that mean someone can buy SoJs from their local merchant if they're lucky? Does it mean that there's somewhere you can go to get them? What?

Its for a world event, when X SoJ's are pwnd to merchs, A leet version of diablo spawns in a random place in any of the acts (he appears at posistions of 'noteable elites' (minibosses).

So when u see that messaged spammed, and if you get something like "Diablo Walks the earth" then your in the game he will spawn in.

He drops a charm i think.

Yes, he drops a very good charm. It's a small charm that gives +1 to all skills, + to all resists, and + to all attributes. It cannot be traded (though it can be dropped and taken by someone else like a mule character, a very good friend, or a theif) and each character can only have one at a time. It's called annihilius or anni for short it looks like Mephisto's soulstone.

So what are you supposed to do, wander around the Acts of the game you're in and try to find him in one of the miniboss spots? Does it only say "Diablo Walks the Earth" when you're in game, or does it say it when you come upon him in one of the miniboss spots? Does it only spawn in Hell difficulty?

The whole affair was an ill-conceived ploy to manipulate the player-base into destroying their duped SoJ's (because, at the time, those were the most commonly duplicated item). Of course, whilst it did get rid of duped SoJ's, it also created a greater demand to dupe them, because of the desirable nature of the Annihilius. Basically, it rewards players for cheating.

The outright stupidity of the behaviors game developers sometimes exhibit confounds me.

I think he only spawns in the game, that sold the lost SoJ.

It will say "Diablo Walks the earth" if your in the right game.
He only hangs around for like half hour (something like that).

You can ussually tell when he is about to be spawned, when mass SoJ's are sold.

I also got this in a game and I did some research:

The number of SoJ sold is irrelevant, if you see this message it means you are on a server where the Diablo Clone can spawn. (Multiple games are run on a single server)

There is no evidence that selling SoJs help this AT ALL. For all we know its entirely random and the SoJ thing is just a ruse.

If you are in a Hell Game and this happens, wait around. You can get a message then that is "Diablo walks the earth". When you see this message the next unique monster you run into (gold name) will be the Diablo Clone.
He is supposed to be much tougher than vanilla Hell Diablo, and he will drop the aforementioned Anni charm. This can ONLY occur in Hell difficulty, and in any Act.

There are groups that get together with sojs and sell them to pop the DC (Diablo Clone) to get Anny Charms.

It should be noted that the DC will only spawn in Hell.
