I've always used The GIMP, but that's not specifically for animation, so it might not be your best bet. It works fairly well for me.

For a true animation program get Macromedia's Flash Professional 8 its hard to get at first but when you learn the basics youll be way on your way to being better then Pivot or gimp. You can dl a 30 day free trial or buy it or do somthing else.

flash 8 is good :D

but why just stick to gif animation when you can do all sorts of fancy stuff?
unless you just want to create a fbf avatar or something.
