I keep getting this wierd error everytime that says something like Service and something app has to be closaed dont send or send error report, then it says
an error and it has a count down for shutdown

You're going to have to be a lot more specific, and a screenshot would probably help. We can't read your mind, much less your computer screen.
However, showing a countdown to system shutdown seems a little suspect, as I'm not aware of any error dialog that would do that. It's a cliché response (kinda), but I'm thinking virus.

I'd suggest you upgrade windows, if it isn't a legit copy, simply enable automatic updates, but change it to "download updates only" and then choose to install all the ones except: IE7 (I hate ie7, your choice), and WGA (any version). You can also skip those g'damn annoying "Windows Malicious Software Remover" or whatever, since you probably have an AV going.
If you are up to date, you need to let us know what else you have running in the background.
