Well, I am currently using this video card:
7600 GT OC (http://www2.bfgtech.com/bfgr76256gtoce.aspx)
I am usually at ~25 FPS, which isn't *bad* but I have seen people getting over 40+, and I was wondering how I can do that.
Any help is awesome. :D

Well, I'm not sure what you meant by "Improve" but I interpreted that as meaning OC'ing. You could try asking Here (http://www.overclock.net/nvidia/). But a bit of common advice, dust your case once a month. It might perform and act fine, but I know from experience... that stuff is nasty as all get out. You could also try de-fragging, I know it's not really graphics card related but FPS sometimes is directly effected by CPU efficiency.

Thanks for the suggestions and the reply, bu sadly most of things are the steps I have normally taken to keep my PC in a decent condition.
I may try overclocking it, but I am a bit worried about it. (Lol...)

What game are you describing, because what you're trying to play is incredibly important. If you're getting 25 FPS on, say, Warcraft 3 with a 7600 GT, then something's serious wrong or you're simply running far too many background applications. If you're trying to run Oblivion or something, then 25 FPS is normal for a 7600 and I know several mods that increase performance.

I have a 6600 GT OC and I can get 60 FPS with WoW on near-max quality settings.
How much RAM do you have? If you don't have enough RAM, a better video card will do you nothing. The weakest component of your computer will limit it's overall power.
Also, what game is it and what video settings is it set to? Try lowering certain settings to increase performance; for example in WoW there's a "dynamic terrain reduction" or something that makes the difference between 30 and 60 FPS in outdoor environments with almost no noticeable difference.

Your card is already overclocked from the manufacturer's standard, so overclocking it even more won't necessarily give you better performance.
In all likelihood, your slower frame rate is the result of too many background apps, as kong said.
Also, I don't suppose you know the SPD timings and bandwidth/clock rate of your RAM, do you? RAM often is the weakest link in any given computer, and quantity won't save you from poor quality. If you are unsure, download the CPU-Z utility (http://www.cpuid.com/cpuz.php) and look at the Memory tab and the SPD tab and report back what's shown there.

SPD: Is blank, all the boxes have nothing in them.
Memory: Everything is blank, except size, which is 2048 MBytes

You should be getting great FPS in WoW with that setup...
What are the settings in WoW set to? Try lowering the distance to show terrain -- you don't need the terrain distance slider further than one or two notches from minimum. Also check everything that says "improve performance by checking this".

I use the max settings, but I wouldn't think it would hinder the FPS that much.

From personal experience, there's a huge performance difference between max settings and "near max" settings, but the image quality difference is almost unnoticeable if you're not watching for the change.
Let me open up WoW and check my settings for you......
"Level of detail" checked
Terrain Distance at 40%
Antisotrophic Filtering at 25% (makes a huge difference)
Triliniar filtering unchecked
smooth mouse unchecked
Other than those, everything else is maxed out. I get 60 FPS in the center of Ironforge (the center with the anvil) and amazingly enough there's 50 horde raiding at the auction house area, where I get 25-30 FPS.
Edit: horde are gone, I get 30-40 FPS in the AH/bridge area with a small crowd.
