So I've downloaded all the modding stuff reccomended by the Modding Tutorial in Starcraft.org, and I've been looking through Arsenal 3. What I don't see on Arsenal 3 is a way to fully create a new unit or hero. You can screw about with all the old ones, and then put the new settings into the game, but when it comes to adding content there isn't an obvious way.
So if anyone knows how to do that, or knows where a mod tutorial that deals with the subject can be found, I'd apprieciate hearing from you.

The short answer is: because you can't. Well, using Arsenal 3, at any rate.
But for starters, use DatEdit (http://www.staredit.net/index.php?download=4668). The tutorial you read is quite old and very outdated. DatEdit does everything Arsenal 3 does, only better. It also has a very redesigned interface.
But for adding new units and the like, you'll need StarGraft and/or MemGraft. It's pretty complex stuff, though, so you may wish to familerize yourself with the other modding tools -- TBL Pad, IceCC, etc. -- beforehand.
Oh, and if you just want a tutorial, here's a link. (http://www.warboards.org/showthread.php?t=23158)
Adding a totaly new unit is impossible. At least for most all modders. Adding an entry to units.dat requires fairly tense exe editing. (And there's currently no exe editor so don't ask.)

Oh, well, if you want to get technical... :D
But unless you're doing something huge, you'd never need more then the current amount.
Hah, I'd like to see you support your statment if there ever came availible a dat size editing program. :p

K_C, I always ran out of images and sprites :P
Oh, and if there were a way to remove the sprite/image limit from the engine, oh, would I be happy :)
