Heh, if you're going to try to run a scam, at least speak the language of the target victim. It kinda undoes everything if you can't put forward something with proper formal writing.

Avoiding double claiming I can understand, but "unwarranted abuse"? Where the hell is this abuse? If someone leaks their winning information and someone else claims the prize that's tough for the winner; they shouldn't've done that. It's not like they're going to pay out to everyone who provides duplicate information.

Now, why they're asking for the "amount won" is beyond me. If you have a valid reference number, they would be able to look it up on their system. Or maybe they're just forgetful and need reminding so they know how much to pay you, har.

"On-line promotions" is a term that suddenly landed in the e-mail out of thin air, but I'm not entirely sure what's supposedly being promoted here by randomly giving people money without even requiring them to enter a competition for it.
