to change the units level of upgrades. you cant use star edit to do it you have to do it with xtra editor or stardraft (i think that was what is was called)
and i think you go into player settings and click upgrades and change the default max.

To get 255 upgrades from the Engineering Bay you'll need an advanced editor like SCMDraft2. Under the "scenario" menu (in SCMDraft2) goto "Upgrade Settings". Navigate to: Terran> Infantry Armor/Infantry Weapons and in the middle there will be two boxes. One will be the "Start Level" and the other the "Max Level". Set the "Max Level" to 255, save the map, and viola! 255 max upgrades. :)
