Ummm...as good as you want them to be per point spent on each unit. Generally however, Chaos Marines exhibit some of the same attributes as Imperial Space Marines being that they are very tough, are well equipped and have high leadership. This makes them a universally strong army against any opponent. When it comes down to deamons and stuff like that I have no idea, but in terms of their ordinary regulars they are very capable soldiers.

Basic chaos space marines are exactly the same as imperial space marines except they don't have the "and they shall know no fear" rule, but if you upgrade them with a mark of chaos undivided for 1 point they get an moral re-roll and any other the other marks make them fearless. But it is unlikely you will be taking too many basic marines, the marks of chaos can make some very powerful marines, mark of khorne gives you close combat troops the enemy would be wise to avoid and their bikers are even better, mark of nurgle gives you tough and versitle marines who can use their bolters in close combat and have 5 toughness. Although the marks don't cost much it will mean that you will always be outnumbered in combat so you really have to make sure your marines do what they are supposed to do otherwise you will lose against numbers of other troops but there is plenty of chance for diversity in your game, playing a basic army you can choose from 8 different fast attack units when taking into account all the marks you can carry, but there is just as much opportunity to play a ranged army or even a cheap army with nurglings (the power of 3 imperial guard for 10 pts) or cultists.

Because chaos is gives so much opportunity to go totally over the top when it comes to points (such as a lord as expensive as a land raider) you really need to watch out where your putting a walking targets but you can just as easily put so many walking targets which are tough enough to take 10+ lascannon shots so that the enemy will be dead before they can choose what to shoot.

Daemons are very useful, they are summoned onto the battlefield, not at the turn you want but pretty much by whatever unit you want so you can turn those 'tough' terminators into 'dead' terminators very quickly when they chose to attack your vulnerable unit and a bunch of bloodletters poped up in their mist, all daemons aren't much use at range but they make their points back when they hit close combat and since they aren't a target available to be shot at until they are summoned they are very useful.

In short chaos is the army to pick if you want specialist troops, which can form any type of specialist army but can form an even better general (although often favouring close combat) army, unlike most other armies you can make specialist armies in any number of ways so it really gives you a great chance to make any type of themed army, if there is no troops which inspire you then you shouldn't bother with chaos. Chaos will win any battle for you, your job is to make sure they can do their job (which is the battle in itself), once unleashed your chaos army will be deadly reliable but if you get close combat troops trying to stand up in a ranged battle then stand no chance of winning even if they appear to be doing a good job.
