When I try to install wow using the CD that came with the game, this error box pops up, saying : An error was detected while verifying the contents of the file "C:\Program Files\World of Warcraft\Data\base.MPQ". There may be a problem with your system, or with the drive at C:\. You can attempt to install again. If this problem persists, please contact Blizzard Technical Support.
I have tried defragmenting my harddrive, and checking for errors. There are no scratches on the CD. When I move the install files from the CD to my hard drive, directly from the disc, there are no errors moving them.
Help, what should I do?

The error message is saying that there's a problem with files on your hard drive, the CDs should be fine.
Step 1) Try to un-install world of warcraft if there is an automated un-installer in the start menu, or if the game shows up on the add remove programs list.
Step 2) Delete the folder C:\Program Files\World of Warcraft\ (this is most likely the problem)
Step 3) Restart your computer just to be safe
Step 4) Try to install the game again. This should work.

I've contacted blizz tech support, and they haven't replied in a week.

Lesson 1 of WoW: Blizzard doesn't care about individual customers, no matter how much they say they do. Yes, it is sad that such a successful company has such poor support.
You *could* try downloading the trial installer, that might work as an alternate method of installing the game. http://www.worldofwarcraft.com/downloads/wowclient-download.html

I seriously doubt that will work :(
The funny part is, I just reformatted my harddrive completely, while trying to get my soundcard to work. So yes, my computer is officially fucked.

Sometimes if may be necessary to boot into Safe Mode before installing. This is how to boot into Safe Mode: http://www.blizzard.com/support/wow/?id=aInformation01666p1
We've found that many installation and patching errors are due to mismatched or faulty memory. If you are mixing and matching different brands and sizes of RAM, or even if you have 2 or more sticks of RAM, trying removing some RAM temporarily and install with just a single stick of RAM installed. You may have to try each stick of RAM individually.
We highly recommend you test all of your RAM with a program you can download from: http://www.memtest86.com/
This maybe a stupid question, but do you have enough room on your hard drive?
Also, if your running any emulation programs -- ie: Daemon Tools, or another Virtual Drive thing, shut it off. I know some programs will get shitty if they detect them running.

I have around 193 gigs of free space left.
My harddrive is a Maxtor 250 gig 70 000 rpm harddrive, its pretty new.
I have Daemon Tools and Alchol 120%.
What do I disable?
Both. I'm not sure about WoW, but I know some setups stop themselves when they detect emulation/virtual drive software.
Just shut off Daemon's and/or Alcohol's virtual drives and try it again... But I doubt thats the cause =/
