I assume that WC runs a UDP for passing info back and forth for purposes of in-game data transfer. However, as everybody knows, UDP is notorious for packetloss problems. My question is, is there something that a user can do on their end to reduce or improve problems with packetloss?
I'm thinking that if the network detects that the person is losing a lot of packets, they may be triggering the congestion-algorythm and making matters worse. Is there something that they could do to prevent that? I've read up on it a little bit and it sort of seems like the only option is to switch internet providers.

The only thing I can think of is make sure that the QoS scheduler is enabled in your connection settings, in the protocol box. This may seem a bit trivial, but make sure that full duplex is enabled over the connection to your router.

So if someone went from "auto" to "10MB" and set it to "half duplex", that'd be bad? Would the QoS slow down the packetsending if it started losing packets? Wouldn't that make things worse? What's the signficance of the duplexing?

QoS just prioritizes packets and sends them according to that order. Duplexing allows your ethernet card to talk in both directions on a single cable at one time. If you have one enabled and not the other it may cause problems.

I think I got the same problem.. Is the problem when you play WC, there seems to be ridiculous high delay between your command and the action? For example, if you commanded a unit to move somewhere and there is no response for a second or two (literally) and then it moves?

Your first thought may be the right one though, some ISP's are just not set up for gamers.
Have a look at the websites of the ISP's you are interested in and see which has the most support for gamers, IE. quake/cs/unreal/TF servers running. Usually they always have there gaming sites at games.ispname.com eg. games.iinet.net.au and games.bigpond.com.
Years ago when I was still on dialup I had an ISP that no matter what I could not connect to battle.net, I wasn't with them very long.
