On places like http://www.warcraft.org/maps/custom/size/100 you can see minimaps, but how can you make them?

Do you mean the custom minimaps that have pictures instead of the map preview? Or do you just mean the minimap in general?

In the link I gave, there are pictures of minimaps, how do you make them into jpgs?

There's an option under one of the World Editor menus (I think file) that says export minimap that will export it as a targa (*.tga) if I recall correctly. Once you have that, all you need to do is convert it to a jpeg using a photo editor, or any number of simple programs that convert from targa to jpeg.
