The StarCraft manual has a lot of the background story, some of which isn't covered only referenced to in the game. The story is an interesting read and makes the manual a bit of a mini-novel rather than a boring "how do I play the game" guide. It's a MUST READ for fanfiction or roleplay about StarCraft (and by the way, good StarCraft fanfiction sells, quite a few novels have been published based in the StarCraft universe and still more are due to be released).
My StarCraft (NOT BROOD WAR!) CD seems to be a UK/European version (I'm in the UK). It has the manual in 3 languages: English, Swedish and Dutch
E:\MANUAL\UK has the .pdf file of the manual for me. E:\ is my CD drive :)
It looks exactly the same as the one you get if you bought the boxed version of the game except that the cover is different (the physical manual I have has a picture of a Protoss on the front, the PDF has a Terran) - A cool thing about it is unlike a lot of PDFs it's not just a collection of images, you can copy and paste from the text. :)
You can also get it from:

This is completely legal, it's been approved by Blizzard, who own the copyright: www.replacementdocs.com/content.php?content.5 (http://replacementdocs.com/content.php?content.5)
If you don't like the advertisement for "replacementdocs.com" on the first page here it is without that, I copied it from my manual PDF :)

Oh and also see www.sclegacy.com/encyclopedia (http://sclegacy.com/encyclopedia) - as well as all the other stuff, the "Story" section has a transcript of every bit of dialogue in the game from inside the game as well as the cutscenes. A good refresher and a viable alternative to playing through the whole game again. :)
By the way if anyone has those high quality scans that were posted before (but the download links no longer work) you could ask Blizzard if it would be ok to post it here, they will probably say yes as they did to ReplacementDocs.com. :) The PDF also has no colour at all, not even the front cover ... My physical manual is black+white but maybe someone else out there has a colour version(?)
From Blizzard's email to them (http://replacementdocs.com/content.php?content.5):
