Well more about moderators really, how does the movement of a thread from one section to another work, ie can a mod move a thread from a section they don't moderate to a section they do, and vise versa?

No, they can only move threads from a section they moderate (the vice versa).

That is, they can move it within the section they moderate and akso from where they moderate to where they don't.
