You're new, well, that's understandable. To talk to other people, you can create a thread by clicking the "New Post" (or similar) button. You then type a title and a message and click "Post New Thread". Other members will reply as and when they feel like it, if they have something relevant to say. See our many discussions on varying Warcraft issues for examples.
