Umm, thats called a "Command Prompt". I had the same problom my first time; download Java Runtime Environment (http://www.starcraft.org/downloads/OtherFiles/RuntimeFiles/Java%20Runtime%20Environment%20[Windows).

It wont work on the desktop. Make sure it is linked directly to your C drive, so its:

C:/IceCC

It wont work anywhere else on the computer (someone will prove me wrong) but i have no clue as to why that is.
