Looking for a specific map

There is this one map i am looking for. It is a custom map that it is up to 12 players. there is a really weird economy to it. you start with a worker, a minigunner figure(named with names of presidents i think) and a twon hall. Workers can riot, you can set taxes, you can make alliances and other stuff as well. it is like a combination of rise of nations and simcity.
