I think he's talking about the ability to define and use locations in a map editor.

Locations have a wdie array of uses.

From creating a unit at a specified area, to using it to start a quest.

My suggestion is, read the FAQ that came wtih Staredit. It is very helpful for newcomers!

It's a main component to most UMS maps.
As you get better with mapmaking, you will need fewer and fewer locations to complete a well organized scenario. Just starting out, you may find yourself running into the 256 location limit.

But back to what it is...
You will notice in many triggers (Conditions/Actions) that locations are used for many of them, by going into the location layer on the actual map, you can make a location by just clicking and dragging where you want it to go. Using triggers, you can utilize locations to your advantage by for example specifying a unit in a certain area (Location you made) to do something, like move it to a different area (Location).

For details on what locations are, without having to search the StarEdit help, you might just go inot our Map & Modding FAQ (http://www.warboards.org/showthread.php?t=13285). Although even easying your search a tad (by giving you a link), I still advise ya to look through the help file of the map editor. ;)
