I belive you would have to use Retro Grp....

RetroGRP is actually one of the simplest to use modding programs.
Indeed, it may look a bit confusing at first, but if you know what you're doing it's not :p

'kay, so, first make sure you have Stardat.mpq and Broodat.mpq extracted somewhere (using WinMPQ).
Now, after you download RetroGRP, open it, press 'Load External File' and go to where you extracted Stardat; go to unit > terran and open the file named: "pillbox.grp"
Under the big black window on the right you have a "<" button and a ">" button, press them a few times and make sure you've got the bunker (it should appear in the black window).
Now, press "Set Output Directory" and choose yourself an output directory; you will never have to do this step again unless you want to change the output directory's location.
Than, press "Write Out BMPs" and select "All Bitmaps", a bunch of BMPs will be extracted into your output directory.
Open Microsoft's Paint, open the BMP you got (the first one, pillbox000.bmp) and put your picture there.
DO NOT, I REPEAT, DO NOT create a file with the same name and replace 'em! Starcraft is an 8-bit game and if you'll put a 16-bit or 24-bit image into it it'll totally mess up, or even if you put an 8-bit file with the wrong palette, so save yourself the trouble and use the file RetroGRP gave you.
Also, make sure that the image's height and width are even.
Lastly, note that black (R:0, B:0, G:0) appears transparent in-game. If you want black on your picture, make sure it's just a very dark gray, not #000000. The background, however, should be black (obviously).
When you're done replacing the graphics, go to RetroGRP - make sure you closed the *.bmp, or else RetroGRP will mess it up - and press "Compile to GRP"; Go to the place where the *.bmps of the bunker are, there should be a *.ral file there, select it.
RetroGRP will now create a GRP of your image; put it in your mod folder where it belongs (unit/terran in this case).
