To answer your first question: No.

The Second: Yes.

If your fleet is in Ank it must first go into Con then on the next round it can then move into Smy.

Also the issue of the (in my own words) "special territories" or Swe, Den, and Con: You can not magically skip past them. You must go into then then you can exit them.

Examples: F Ska-Den or F Ska-Swe
Next Turn: F Den-Bal or F Swe-Bal

as for Con...
Example: F Bla-Con
Next Turn: F Con-Aeg

The same thing goes for canals in any other game. You can't magically skip past the territory with the canal. Like in real life, you enter the canal then leave.
