sorry if you've encountered this before :p
its not fake (notice the .gov, government agency. they very very rarely let anything fake to their domain). i think it is either exp pack for WoW or "Diablo 3".

Yeah, I've heard about this. It could be that they are just registering certain words that they may use later one.

For example, Blizzard already took www.starcraft2.com. Does that mean that they are working on SC2 as we speak? No.

starcraft2.com is a no-brainer. registering a title is different than registering sequel names =p
